Leaders on whom lies the fate of an organisation or trade union or a state government or a country have become lover of flattery, have become lover of money and lover of high post without merit. Root cause of all mishappenings, irregularities, fraud or cheating lies in nothing but flattery which shuts the eyes, ears and mind & heart of leaders. Leaders become self cantered and sacrifice the interest of the masses for whom they are meant. They forget God and minimum moral and religious values. New record of corruption will precipitate if a total investigation is made into what Shiela Dikchit has done in Delhi. When a person becomes popular he becomes more prone to bad habits and there is more chances of committing fraud with the system.
Corruption cannot end in India until government takes harsh steps to stop flattery. Yes man and bribe give equally responsible for rampant corruption and for damaging the right course of action. Looting of money from a person through bribe is less harmful than looting of pride, self respect of service men or businessmen or professionals. All is well sir, No Problem sir culture is killing the enthusiasm of real workers, real Indians and real businessmen because flatterers by dint of their actions hypnotize the top officials and ministers and get success in getting undue benefit or up gradation in service or better posting and quick promotion in service at the cost of many genuine workers.
CVC as such cannot stop corruption said to be rampant in work done for Common wealth Games in Delhi because they also become victim of this disease. CVC has to survive in the same system where perpetuators or corruption are sitting at the helm of affairs. Officers at vulnerable and responsible post at CVC or CBI or audit offices are chosen from a team of best flatterers. CVC has to be bold enough and has to stop corruption in transfers, posting and promotion processes of government employees and bring about maximum transparency, eliminate the channel of Interview which gives rise to whimsical and biased decision. When honest and sincere officers are shunted in remote areas or posted in insignificant corners it is but natural that such officers will prefer indulging in flattery than wasting energy in good work.
CVC or for that matter Government of India has to make judicial process quick, affordable effective and honest so that victim of the system may approach court without any fear of repercussion. Fear of punishment may only keep flatterers and corrupt person away from the system. Similarly media as to take initiative, conduct sting operation and do all acts deemed fit to expose the mischievous elements occupying top posts in government offices, ministry , banks, insurance companies, CBI, vigilance department, judiciary, tax departments etc who sell transfer, posting and promotions in service sector or who willfully torture and blackmail a good businessmen who do not flatter or bribe an officer.

It is true that employees are anxiously waiting pension offer. But injustice to PF optees is intolerable and undeniably gives pain to each and every such employee when he thinks that he has been punished for none of his fault and when he thinks that pension optees are getting arrear, but senior PF optees are getting nothing.
Life is comparative. In one organization two types of treatment cannot prevail, should not be allowed to prevail in the larger interest of employees. IBA team has definitely faulted in agreement in nexus with union leaders and this is nothing but a fraud with 10 lac employees who imposed faith on union leaders blindly. 10 persons from IBA and 10 to 20 people from unions cannot be allowed to hijack the future of 10 lac bank employees.
Is it not shameful that Bank management is increasing profit by curtailing expenses on its own staff, by making recovery from arrear to meet pension cost and so on?
Private banks are giving annual rise of 10 to 25% every year, private companies in IT sector is giving rise of more than 25% every year. Rise of 10 % every year is very common in the resent era. Government is going to accept five fold rise i.e.500% rise in pay and allowances of Member of Parliament. Why PSU banks are not in a position to give even 15% rise even after lapse of 5 years. Central government employees got 80 to 100% rise in their salary in last revision, they are getting pension through budgetary provision, and teachers are getting handsome increase and so on. But government of India is bent upon exploiting bank employees only, after all why?
And it is pitiable that bank management in mad race for becoming number one flatterer of Minister try to exploit bank employees by reducing man power at every branch, by opening hundreds of new branches, by introducing non banking products and a lot of other products but do not find enough money to give increment to senior employees, do not have fund to pay pension to retired person who served bank for more than 30 years and do not have money to pay even 10% mandatory contribution towards PF (now pension fund when entire accumulated banks contribution will be refunded by PF optees who choose to accept pension.). Do they want to suck the blood of their staff to earn profit?
They (bank’s management) talk of delightment of customers when they talk of customer service and competition among banks. Why do they not talk of same delightment for their staff when they desire to have healthy growth in profit and healthy maintenance of bank’s assets?
They advise senior bankers, branch heads and regional heads of bank to peep into records of dormant accounts and closed account to explore new business opportunities, but why do they not take care of senior officers who have been wrongly and unjustifiably left behind in promotion processes due to mischievous act of Interviewers.
They talk of crisis of talented work force in coming years because they expect huge exodus of intelligent workers either due to retirement or due to offer of higher pay packages by private banks. Why do they not introspect in their own house to tap valuable senior officers who are left behind by dint of faulty promotion processes?
They talk of curtailment of expenses on staff to earn profit .Why do they not try to know the reason behind huge profits earned by private banks even though they provide larger number of employees per branch and they offer higher pay package per employee?
Banks will get fifteen thousands of crores of rupees (average five lacs multiplied by three lacs) from PF optees when they opt for pension. Because entire accumulated balance in PF accounts of all PF optees will be taken back by bank.In addition to that banks must have at least twenty thousand crores of rupees outstanding in pension fund which is sum total PF accumulated balance refunded by pension optees in 1993. There should be at least 10% addition every year in such pension fund keeping in view the interest earned on the balance in the fund and monthly contribution made by bank for every employee at the rate of 10% of pay. Lastly bank signed in MOU that 70% of pension cost likely to occur in addition after second offer of pension will be borne by bank. It means banks will make a credit of Rs.4800 crores in pension Fund.
If all these uttering and mutterings are true, there should not be any difficulty for any bank in making regular pension payment. There is no need at all for bank employees to share the pension cost. I have all doubts that bank management is playing some malicious act in pension fund and hence there is continuous erosion in pension fund and due to that only they apprehend crisis of fund in future. There may be either misuse of fund or none use of fund specially meant for payment of pension. A team of Chartered Accountant and IT officials can only look into this aspect and ascertain he factual position. In my view banks will be always gainer if all employees are in pension domain.
Lastly I want to add here that all employees who joined after 1995 are automatically in pension domain. During last 15 years many of employees who worked prior to 1995 might have retired, resigned or expired. There may be hardly one or two lac employees left in banks service who opted for PF in 1995 and many of them will retire in coming two three years. Those who retire after completing full tenure of service will not be gainer from any angle of consideration by opting pension and obviously banks will be gainer because pension payment will be hardly for 10 years. Bank will obviously bear the load only in case of a few thousand of employees who face premature death i.e. who die much before retirement. Then why are there so many hue and cries at IBA or UNION head quarters and why are they not agreeable to drop the clause of recovery from PF optees is a big question to answer.
Last but not the least, why banks do not want to pay pension to employees who want to resign from banks service before their actual retirement date. Is it because they know that in such case payment will be for a longer period compared to those cases where employees serves bank till 60 years of age.

Price Rise

Politicians like Pranab Mukherjee or Manmohan Singh cannot control prices. In fact Congress party led UPA are not willing to do anything which may hurt the root on which their power politics prospers. These politicians can do nothing against traders to stop price rise because their survival depends on donation received from traders and industrialists. It is they who have given them full freedom to earn more and more profit and hence they cannot put restriction on traders, industrialists and exporters. Farmers cannot remain behind in this mad race for profit and that for making money in the shortest time and this is why even prices of vegetables are rising and touching sky.
All essential goods are more or less beyond the reach of common men.

Even Public Sector undertakings and public sector banks (PSUs and PSBs) are in mad race for showing higher profits. CEOs of PSUs are busy in registering their name in the list of yes-man of ministers so that they may get cream posting and quickest promotions. We are living in an era of flattery where quality of flattery is more significant than service to common men or that of human resources or the real service to the mankind in general. Common men are providing shoulders to these politicians and traders for firing in air apparently at each other. Real jerk of these useless firing is borne by none other than common men.
In fact both traders and politicians are playing drama and befooling common men
Every time finance minister assures to take steps to control price rise, market exhibits more and more rise in prices. On the eve of last Parliamentary election they undoubtedly took some harsh steps against traders, hoarders, profit escalators, black marketers and the resultant effect was positive. Prices did come down to some extent. Voters thought that after the grand victory in election Congress led UPA government will do better but their all hopes shattered.
I am however fully confident that UPA government will become active once again only when they reach closer to next election. They will start again talking of common men again without any sense or realization of shame. In mad race of reformation and liberalization or in an effort to keep allies happy UPA government at center is doing nothing but inviting another violent revolution and strengthening the hands of communists, socialist and naxalists and terrorists indirectly. Mamta Banerjee and Digbvijay Singh of UPA do not hesitate in taking the support of naxalites or pleading dialogue with naxals or pleading stopping of Operation Green Hunt to please their friends in Naxal group. Such politicians are least bothered of killing of poor villagers by naxal groups.
It is worthwhile to express here that the same government and the ruling party spend crores of rupees in welcoming some or the minister or some VIP every day in some town or the other. Party and the government spends hundred of crores of rupees in conducting parliamentary election or assembly election, crores of rupees are rupees are spent on inaugural functions, in making preparation for commonwealth games, IPLs and so many other avoidable ventures to teach a lesson to opposition parties, or to tease opposition parties or for their own vested interest. But unfortunately they do no have sufficient fund to build adequate godowns and warehouses to store lifesaving food grains produced by poor farmers. It is therefore not painful for them that food grains worth hundred of crores rupees are wasted and damaged every year. Yes it is also true that Mr. Sharad Pawar Agriculture Minister knows this bitter truth of food grain worth hundred of crores of rupees getting damaged every year, But he is helpless. He does not get time to think over methods, means and ways to stop loss of food grain.
Government proudly talks of GDP growth but ignore the bitter truth that production of food grain is not growing in unison with growing need. They talk of corporate finance and least bothered of reduction in farm lending through PSU banks.
As such neither production is increasing, nor produced food grains are properly and safely stored and neither public distribution system is made leak proof nor prices are regulated to make the same affordable for common men.

Finance Minister, Prime Minister, RBI Governor advises common men to wait till government stabilizes, till recovery from global recession, till monsoon comes, till Kharif crop yield comes in the market, till the year end and finally till next general election approaches near. Congress Party spokesman Mr. Manish Tiwari told yesterday on TV while participating in a debate on Times Now that NDA government in 2002 dismantled administered price system or changed this law or other. I am unable to understand why UPA government during their tenure of last six years did not alter the law, amend the law when they found a hurdle in the law passed by BJP led NDA government.
Similarly opposition parties are making hue and cry in Parliament and shedding crocodile tears apparently on the pain of common men arising due to relentless price rise. They are in fact focusing their strategy not for giving relief to common men but on ways and means of securing power either by snatching from ruling party or by sharing power with ruling party. They are not unanimous on national issues like price rise or terrorism or naxalism. All political parties are however unanimous on five-fold rise in pay and allowances of Member of Parliament recommended by Parikh Committee. When matter comes of hike in their own pay and allowances they without any hesitation talk of price rise.
Common men are dieing of hunger, but the politicians are engaged in mutual blame game or engaged in power politics or in self-development programme at the cost of common men and even at the cost of national unity, integrity and national image.
God know whether anything is in control of the government or everything including Common Men are willfully, diplomatically and strategically fully left

Great Canara Bank

It is a great pleasure that Canara bank has at least and at last realized that they have committed contempt of court by recovering 2.8 times of November 2007 salary inspite of stay granted by Madras High court. It is astonishing that other banks are still silent spectator of what is happening in various courts and without any shame or hesitation filing one after other submission in courts justifying the unjustified, discriminatory, divisive and condemnable clauses of 9th Bipartite settlement which completely goes against the interest of PF optees, retired or serving or resigned ..
I take this opportunity to sincerely condemn union leaders who were shamelessly busy in recovery of levy from their members despite the fact that their major portion of arrear was looted by the makers of the said agreement. I once again condemn those union leaders who filed counter affidavit in Madras High court even after mass protest against the said agreement and focused entire energy in making money from their own members and who feel no shame in extending a Farewell gift of five lac rupees one of union leaders who retired from one of PSU banks in the last month from the fund of union. I condemn union leaders who are growing richer and richer at the cost of hard working members.
That is why I like to say that the most painful and disgraceful story is that of union leaders who are meant to fight for the welfare and benefits of employees in general are working againt bank employees in nexus with top officials of bank management . A few union leaders sold their moral values in the hands of management and hijacked the unity integrity and militancy of bank employees. These so called protectors have also become damagers, Munsi Prem Chand ji told ” Jab Rakchak hi Bhakchak ban jaye to vinash nishchit hai”. Union leaders have damaged us to a great extent and it is their mischievous role that management succeeded in cheating a section of employees. There are many such leaders in banking industry who are earning money even in posting, transfers and promotion by working in collusion with members of Interview panel. Bank employees have to exert their all efforts to weed out such mischievous leaders and select a really good team of devoted workers.
No doubt pension is a social security measure and bank employees fought a long battle for getting another option of pension and ultimately we got it. But none of employees ever thought or ever imagined that they will have to pay 1800 crores of rupees to purchase this option.
Anyway I once again salute canara bank employees who initiated the legal battle boldly in Madras, other forums formed to fight against the illegal clause of the said agreement and all employees who directly or indirectly supported the battle against injustice and organizers of various website who made the employees aware and polarized opinion of various stalwarts to make the matter more crystal clear. I hope wisdom and good sense will prevail upon other bank management also and they will also take initiative immediately to refund the recovered money .
When a branch head in a bank commits mistake he is punished. I am unable to say what will be the suitable punishment for such CEOs, CMDs and GMs who signed on the said agreement which tarnished the image of bankers. Let the punishment be decided by respected courts..
Injustice in Banks

I call upon CMDs of various banks to listen the voice of silent protestors, read the contents of writs filed in various high courts, opinion published in website such allbankingsolutions.com, open your eyes and ears and act fastly to correct the mistake done on 27.04.2010.
Please do not kill the voice coming from your own heart and mind. None of the respectable, wise, experienced, intelligent , talented, law abiding , and knowledgeable person in the banking industry of lawyers club of India will concur with injustice done to Non pension optees through the 9th Bipartite settlement . It is different that by spending huge money on advocates IBA and Union leaders can postpone or change the judgment in various courts. But history will never forget the evil doers. Union leaders are also mad after getting hundreds of crores of rupees as LEVY in lieu of agreement signed by them. But how long will they support injustice?
Since courts are slow, you cannot perpetuate reign of injustice in wage agreement for long as you have been doing injustice in promotion processes, transfer decisions, posting matters, recruitment of employees, sanction of contract work, issue of tenders, purchase of stationeries, purchase of ATMs and computers, loan sanctions, waiver of loans, compromise with loan defaulters. Employees of India cannot allow you to use discriminatory and divisive wage scale defying fundamental Laws of equality enshrined in Indian Constitution. It is true that peaceful fight through courts and letters to VIPs is slow and often delayed.
Various letters have been written to important dignitaries of the country in this regard by so many persons working in different banks. But unfortunately politicians of our country also do not understand the problem of victims for years and years, decades ad decades as long as there is mass movement, violent agitation arsoning, strike, lock out, destruction of public property, closure of banks and ATM, disturbing customer service etc .
It is ridiculous that those politicians in India suggest dialogue with naxalites and terrorists but never try to solve the problem from the root before it takes violent form. The said agreement was also signed after agitation and strike done by bank employees many times during preceding 30 months. It is sad that a few greedy leaders, I say hardly 10 persons spoilt the career and fate of 10 lac employees.
When king is Tuglak, everything is possible. When Koda is Chief Minister of a state, everything is possible. When IAS officers are like Mr Rathod, murder of innocent girl like Ruchika is not surprising. When person like Raju is CMD of Satyam computers, when CAs are dishonest certification of fake balance sheet is not impossible in India and similarly when CAs are corrupt, rating agencies rate on the basis and quantum of bribe and fees they get, happening of fraud or manipulation with balance sheet is not impossible for banks and it is not astonishing to anyone in India at least.
However one has to lodge protest against injustice. Promoting injustice, Committing injustice or Tolerating injustice, all are equally bad.

How many Banks have obeyed the stay order of Madras High Court and not recovered 2.8 times of November 2007 salary from PF optees?
Answer is none.
How many banks have not yet started paying arrears as per 9th BPS?
Answer is none.
How many banks have issued pension offer till date and if not why have they recovered from PF optees?
Answer: None have offered pension letter, but all have recovered 2.8 times towards pension fund from PF optees.
Already three months are likely to complete after the date of settlement. Why bank is so slow on the issue of pension offer and so fast on the matter of recovery.
Similarly why union leaders are so anxious on recovery of levy of Rs.3000/ from their members and not worried for delay in offer of pension?
Union leaders are getting farewell gift of five lacs or ten lacs on their retirement from Union Fund. Is this the way to use hard earned contribution made to Unions and Associations by poorly paid bank employees?
Each Bank has been waiving hundreds of crores of rupees or sacrificing huge amount in compromise with borrowers who are not repaying loans willfully or who have settings with top officers of the bank. Banks are spending crores of rupees on advocates in contesting cases in courts.
But why are they not agreeable on bearing the imaginary load of pension? Please keep in mind that Banks are earning hundreds of crores of rupees as profit by curtailing expenses on manpower only
Days are not far when union leaders will distribute accumulated union levy amounting to hundreds of crores of rupees among themselves and ask for separate fee for each case they fight for any aggrieved employee. Union leaders are bigger blackmailers than officials of bank. Is it not true?
Are union leaders not more dangerous than our management bosses?
I say this because union leaders have threatened to expel officer from their association if they do not pay union levy of Rs.3000/ on account of so called successful historic agreement. Management never dared to issue dismissal threatening to officer employee if they fail to obey any instruction of boss.
Bank management has signed a historic victory agreement when they have vertically divided the employees in two segments and created an unbridgeable split in banking unity and created dilution in their intensity to fight against the reign of injustice perpetuated by management.
And Bank union leaders on the contrary has committed a historic blunder by signing a discriminatory and divisive agreement on 27.04.2010 for some or the other vested interest and clearly betrayed the cause of unity for which they used to struggle under the banner of communist parties.
At least pension optees are now in support of the agreement. It hardly matters to most of them how loudly PF optees cries and weeps though in the past they all always used to be on the same platform and UFBU was also formed for the same purpose. Banking unity was an example in the community of labour class or working class.
Banks are now undoubtedly in the grip of flatterers. Those who are yes-men are getting timely promotion and getting best posting and in this way a team of flatterers are generated by bank management who blindly support of all action of the management right or wrong.
Even union leaders do not fight against such lollipop like promotions and transfers because they say that ultimately their members are getting promotions and cream posting or choice posting though the same may be at the cost of others genuine right.
At least veteran union leaders are enjoying posting in Metros and capital towns, they need not perform bank’s job, they may do their side business, they may take share from dirty dealings in credit decision or contract offers corruption and they may get sweet request from corrupt officers for reduction of punishment and so on. Lastly they may get huge gifts from top branch managers, big bribe earners, big customers and last but not the least huge money from union fund on their retirement and on attending an inquiry from Union Fund. Similarly union leaders now plead that the said agreement is good in the light of social security though they know and understand from the core of their heart that recovery from PF optees is not justified from any angle of consideration.
This is called divide and rule policy.
Intelligent, talented, experienced, valued and visionary leaders of bank management who occupy the important seats of core committee of IBA as also that of United Forum of Bank Unions are very well aware and they all realize from the core of their heart that injustice has occurred with PF optees, retirees and those who have resigned.
Banks in general know very well that courts cannot deliver justice in decades and decades and this is why they are least bothered of courts also. They have gained sufficient experience in Indian courts by giving undue promotions to even charge sheeted officers and by rejecting even good officers. They have invented one line to mention in all promotion letter o safeguard their skin i.e. in every circular enlisting name of officers getting promotion they used to mention “subject to court decisions on various writs going on in various courts”
In the same way IBA is bent upon making recovery from PF optees subject to court decisions. But God knows whether they will issue pension offer or not.
Reason for not issuing pension offer, bank will say they are waiting decision from courts. It is not surprising at least for me that even so called union leaders are also keeping mum on this matter for which they feel proud and say that the agreement is historic.
Last but not the least , banks are making recovery from PF optees for credit in pension fund without even offering pension offer as if employees will late refuse or fly away from bank. Anyway if they credit the said amount in pension fund pr provident fund, what is justification in deducting TDS on such amount because everyone knows very well that credit made in PF or pension fund is eligible for rebate under section 80C under Income tax act?
In short, “bank ke dono hath me laddu hai”
And
PF optees ke muhan me chuchunder hai , na to negalte banta hai aur na ugalte banta hai.
I am however unable to understand why are employees keeping mum on illegitimate recovery and bent upon getting arrear at the earliest even if it is discriminatory and even when banks are willfully delaying offer of pension option against the spirit of the said agreement?
Why are they afraid of even lodging their protest before accepting arrear payment?

People have killed their inner conscience, ignored moral values and they are fearlessly committing one after other fraud, mistakes and violation of laws only because our judiciary is weak and ineffective.
Is dialogue process effective and fruitful

Some of our leaders plead for dialogue with Naxalites and extend financial support to bring these naxalites in mainstream. They should keep in mind that dialogue is possible only with those who are interested to talk with the Government. There are naxalites or terrorists who are bent upon disturbing India, weakening India and Indian armed forces and hence they cannot be expected to come on talking table with clear intention. Such criminals are to be taught a lesson, such criminals have to be booked to task and each of their attack has to be properly investigated and each of such criminal must be punished without any hesitation and only then Indian government can imagine of controlling or stopping the act of growing naxalism or terrorism in India. Dialogue is a separate process and it must be continued with people who are interested sincerely in maintaining social peace, harmony and who are really interested in work of development. Any talk of financial inclusion will prove futile and complete Bakwas if these naxalites try to loot even development fund and misuse the same for carrying out their anti national activities.
Ministers are talking of dialogue with Naxalites and the same thing to handle terrorists acting from across the border and on the other hand Naxalites have been continuously growing in their power, their network and their effectiveness in carrying out destructive and killer attacks on trains, on buses, on public fares, crowded roads. Naxalies boldly do so and do without any fear of retaliation from police forces. They are successfully executing their agenda of anti national activities and that of mass killings of armed forces police personnel and poor innocent villagers.
It has to be always kept in mind that those people, naxalites or terrorists who indulge in killings of innocent villagers or armed forces are neither true Indians nor true human being. These criminals are neither good for society nor for the country. Such criminals are neither true Indians nor true Pakistanis, neither true Hindus nor true Muslims or Sikh r Christian. In my opinion crime is crime and it has to be dealt with sternly and severely to keep values of civic society intact. Criminals must be punished as per prevailing laws and none of the politicians should be allowed to interfere or make any comment on the matter related to Law and Order. Continuous soft attitude towards evil doers and maintaining soft corner for such criminals shows not bravery but affirms the cowardice, inactiveness and timidity on the part of administrators. Talk of dialogue sometimes appears deceptive and symbolize nothing but evasive policies of he government , either at state level or at central level
Social reformists and selfish politicians like Digvijay Singh or Lalu Yadav or Mulayam Singh or Sibu Soren have been advocating for years together dialogue process as the one and only solution to the problem of naxalism. I charge such politicians as selfish because such politicians survive in politics only by taking support from these anti national naxal elements. They are least bothered of brutal killings of CRPF forces or demoralization of armed forces or pain of families whose members have been killed by naxal elements.
In the same way, some politicians are advocating dialogue process with Pakistan for last two three decades. Inspite of India’s several unilateral efforts carried out time and again by UPA and NDA governments in the past to initiate dialogue with Pakistan (merely to please Bosses sitting in America and to please some Muslims and some Muslim leaders in India who are speaking the languages of Pakistan Government) our neighbour Pakistan has not stopped hate campaign against India, Pakistan has not stopped supporting ISI and terror outfits like LeT to carry out cross border terror attack in India and has not taken any effective step to punish terror perpetuators .Pakistan has always stabbed us from behind whenever Indians initiate dialogue process. It will not be out of place to mention here that millions of Indians had taken vow to effectively fight against terror and not to remain silent till the terrorists re booked to task.
Inspite of terror attack on Parliament of India and reputed religious places, terror attack in Mumbai and so many other places some of our politicians still plead continuance of dialogue process. Pakistan has stabbed India so many times, misbehaved with our leaders and expelled Indian diplomats from Pakistan for no reason just to irritate Indians and cause division in Indian community.
But India is great, its patience is unparallel in the world, its capacity to tolerate all acts of disrespect and boldly tell the people of India that India is not afraid of Pakistan or any neighboring countries. Obviously Indian leaders have decided not to decide so that their Muslim vote bank is not disturbed and they may be able to continue in power. In the name of dialogue and in the name of peace process our selfish leaders are weakening India and causing irreparable loss to Indians , to armed forces and to India’s respect and dignity in the world.
Days are not far when armed forces will revolt and act against Pakistan even without taking the concurrence of Indian politicians. They will have to keep, maintain and boost up the morale of armed forces without caring for annoyance of such selfish politicians. Similarly local police force, CRPF and other paramilitary forces will not hesitate in defying the orders of selfish politicians and to retaliate against naxalites indulging in anti national activities just to keep their head high and to save the life of their families. I salute Home Minister Mr. Chidambram who is making his best effort to fight against Naxalism and cross border terrorism even though he is facing stiff resistance from some of his own colleagues and some members of opposing camp.

Pension is a social security measure

Division created by 9th bipartite settlement among bank employees are mostly due to paucity of proper knowledge. Pension optees or PF optees should understand it well that payment of pension is not a third terminal benefit as prevalent in RBI or SBI or other Public Sector Undertaking. Every bank or every public organization or private sector entity which is under obligation to deduct Provident Fund from the salary of their employee is also obliged to contribute equal amount from their expenditure or revenue account. This is called Bank’s contribution to PF in banking industry. Bank is making pension payment out of this fund and not from their pocket or their expenditure account.
I do not agree if banks say that there was actual need of sharing the burden during 7th or 8th or 9th Bipartite Settlement. Since union leaders did not make proper calculation and analysis of the facts about the use of funds, they might have agreed to share the burden of pension out of proposed hike in salary during 7th, 8th or 9th Bipartite Settlement. Even if it is assumed that there was shortage of fund or even if banks apprehended that crisis of fund will emerge in future in making payment of pension, it is legal obligation of employer to arrange sufficient fund from their resources, from their expenditure account. Central government provide enough amount in Budget for payment of pension to employees and there was never any hue and cry for the same.Banks were nationalized to serve the society , to fulfill the social obligation ant not to merely earn profit in thousands of crores of rupees every year by exploitation of staff, by curtaining manpower, by stopping increment of employees or by imposing hidden charges on customers or by stopping social welfare lending and indulging in bulk financing to corporate sector.
It is known to all that as soon as one employee opts for pension, Bank’s entire contribution made in PF account during entire tenure of one’s service is taken away by bank. Not only this bank is obliged to contribute towards pension fund every month on behalf of every pension optees the amount equal to what an employee contribute towards his PF account. .This accumulated fund from any mathematical angle will be more than enough to make payment of pension to all retirees as per prevalent rate of pension provided banks are honest enough to deposit their equal share regularly for all employees and use the accumulated fund for gain in profitable investment ventures and not loss the money by investing in share market or by keeping the fund idle. It is bitter truth that from any angle of consideration other than social security pension option for an employee was never and never an economically profitable venture and this is why there used to be prolonged debate on this issue in nineties and there was vertical split among employees on this issue. Employees had to resort to strike many times to protest imposition of pension and stopping of bank’s contribution towards PF fund as also return of accumulated PF to bank.
Unfortunately Government of India adopted the policy of reformation, liberalization and globalization in the year 1991 and the basic purpose of nationalization of banks changed. Banks became a commercial entity and the element of profit became more important than that of social security. Banks started lending to rich person at low rate of interest and became hesitant to lend poor people even at their PLR or BPLR. They started reducing interest rates on deposits and hence PF optees started feeling or apprehending the pain when they retired. Not only this ,there are crores of senior citizens in our country who are sufferer of this policy of liberalization and due to low interest rate regime because their livelihood were dependent on interest income during their old age.
Banks are no more inclined to lend to needy poor people but concentrating entire energy on corporate sector and bulk financing. Banks are no more interested to create employment opportunities. This is why actual number of employees during last twenty years has not gone up inspite of hundred times growth in business and equal growth in branch expansion and addition of non banking services in banks .Exploitation of labour has become a common feature in banking industry as it was prevalent before nationalization of banks. This is why United Forum of Bank Unions treats the 9th Bipartite Settlement as historic that they have won the second offer of pension from bank which has discarded its entire social obligation and adopted policy of looting the money as other private entrepreneurs are doing. It does not astonish to me that prices of all commodities are rising every day and government is finding it difficult to control it. The one and only one reason behind it is that they have given unlimited freedom to private sector and do not want to regulate price, profit makers, hoarders, and adulterators and even erring banks. Regulators of banks are least bothered of bank employees or social security, they also now a days fix profit target and attach much importance on profit and on Return on Assets. Government of India or for that matter, Finance Minister or RBI are least bothered of Quality of assets in banks or health of bank or health of bank employees. Administrators need flattery and gift in return of what they offer to banks and bank officials (including CEOs). We are living in Gift Raj.
Banks are undoubtedly gainer only when all are pension optees.After completing 60 years of age in banks and after facing so much work load, so much stress and so much pains caused by corrupt system and corrupt team of officers, one officer will be hardly fit to survive for even five years after retirement. Bitter truth is that death before retirement is increasing year after year. Officers are finding it difficult to keep body fit even after 40 years of age. Officers in general at the age of 40 and above wait for VRS to get rid of tension they face in bank’s job. Even newly recruited employees in banks leave the job in a year of two and go for other job. There is love and dignity left in bank’s job as it earned during seventies and eighties. Union leaders are not that much devoted and not ready to sacrifice any thing for the sake of employees as they used to be before reformation era. Now leaders are always talking of LEVY or threatening members of expulsion from Association or Union if they do not pay levy out of arrear. God knows how union leaders will consume hundreds of crores of rupees collected through this LEVY in addition to normal union fees
Time has changed completely. This is why learned advocate Sri Pradeep Yadav of Supreme Court has suggested employees to accept the agreement in present form and be ready for accepting pension and sacrificing what banks are bent upon making recovery from their arrears in lieu of offer of pension to PF optees. There is none to support the cause of PF optees or pension optees in real sense, not even union leaders, not to speak of government of India who won the public vote by making promise of social security.
Only recourse to frustrated section of employees is court of law. Unfortunately this judicial course is also so prolonged, cumbersome and costly that one dies before getting justice, not to imagine of justice during service period. Union Fund is therefore growing, pension fund is growing, tax collection is increasing year after but the capacity of bank employees to buy goods is deceasing day by day, year after year.
Union is becoming more and more powerful, management is gaining power but the position of employees of bank is becoming pitiable year after after.
There is a proverb in Hindi “ Sanp (snake) ke muhan (mouth) me chhuchunder, na ugalte banta hai aur na nigalte banta hai.”
